As the federal government shutdown enters its third week (October 15, 2025), millions of Americans are feeling the consequences. Speaker Mike Johnson (R-LA) has spoken out across multiple platforms, interviews, and press conferences, calling out Senate Democrats for what he says is a deliberate effort to force radical spending priorities through Congress.
1. A Shutdown by Design, Not by Accident
Johnson has repeatedly stated that this is not a “bipartisan impasse” but a Democrat-led shutdown—a political tactic to push $1.5 trillion in new partisan spending while rejecting the House’s clean funding bill.
“Democrats have given the American people ONE THING: a government shutdown,” Johnson posted on October 15.
“One side is LEADING and REBUILDING America. The other is TEARING IT DOWN.”
He continues to contrast Republican efforts to secure borders, support troops, and reduce wasteful government spending with what he calls Democratic obstruction.
2. Americans Bear the Burden—Especially Troops & Federal Workers
Johnson has highlighted the toll this shutdown is taking on servicemembers and their families. Democrats have voted nine times to block troop pay, putting 1.3 million active-duty personnel at risk. He noted that some of those same states—California (157,000), Virginia (119,000), and Georgia (65,000)—represent some of the largest active-duty populations in the country.
Federal employees, including Capitol Police officers working overtime, are also going unpaid. Johnson shared footage of Democrats berating these same officers instead of voting to reopen the government and fund critical programs like WIC for women, infants, and children.
“The American people can see the stark contrast—and they know it’s REPUBLICANS who are delivering real, positive results that improve lives.”
3. Polls Show Americans Blame Democrats
Polling shared by Johnson on October 14 shows that 70% of Americans oppose the shutdown, 65% want Democrats to accept the Republicans’ clean continuing resolution, and 62% believe Republicans will ultimately prevail.
Even independents are shifting blame toward Democrats by a six-point margin. Johnson pointed to reports that Schumer has coordinated with progressive activist groups in a “war room” to maintain the standoff.
4. The Democrats’ $1.5 Trillion Wish List
At the center of the dispute are what Johnson has called “unserious demands”—a $1.5 trillion spending package loaded with partisan projects and ideological priorities.
| Demand | Amount | Description |
|---|
| Health Care Benefits for Illegal Aliens | $200 Billion | Free taxpayer-funded care for non-citizens while Americans face rising premiums. |
| Repeal of Rural Hospitals Fund | $50 Billion Cut | Slashes support for hospitals in red-state America, reducing access to care in rural areas. |
| Permanent COVID Subsidies Without Reforms | N/A (Ongoing) | Ends work requirements for able-bodied Medicaid recipients. |
| Funding for Liberal News Outlets | $500 Million | Restores government handouts to partisan media. |
| Global LGBTQI+ Awareness Campaigns | $4 Million | Overseas “awareness” programs advancing left-wing social policies. |
| LGBTQI+ Democracy Grants in the Balkans | $4 Million | More foreign aid for activist-driven projects abroad. |
| Feminist Democratic Principles in Africa | $2 Million | Funds “climate resilience” and “feminist organizing” in foreign countries. |
| Additional Overseas Aid | $5 Billion Total | Bundles in “climate resilience,” “feminist organizing,” and “LGBTQI+ democracy grants.” |
“An UNSERIOUS proposal from UNSERIOUS people—that causes SERIOUS harm to the American people,” Johnson said.
He also noted that Schumer voted for a nearly identical funding bill in March but now opposes it to appease the far-left wing of his party.

5. Republicans Hold the Line: America First, No Surrender
Republicans maintain that they’ve already passed a clean funding bill without partisan riders. Johnson emphasized that President Trump and GOP leadership continue to prioritize fiscal responsibility, national security, and defense funding.
He warned that Democrats’ refusal to negotiate could make this one of the longest shutdowns in U.S. history. In multiple Fox News and C-Span appearances, he urged Schumer to end the standoff and reopen the government on terms that protect American taxpayers.
C-Span remarks in full:
6. The Stakes Ahead
For Johnson, this battle is about protecting American priorities and rejecting Washington’s spending addiction. He continues to press for a return to responsible budgeting while holding firm against what he calls “woke and wasteful” demands.
“Republicans are leading and rebuilding America. Democrats are tearing it down. We’re not giving in.”
Hold the line, Speaker Johnson. Real Americans are with you.
